Record Low CRS Score: Healthcare Workers Gain Residency in 2025

In a significant development within Canada’s immigration landscape, Immigration, Refugees and Citizenship Canada (IRCC) has recently issued 3,500 Invitations to Apply (ITAs) through the Express Entry system, specifically targeting candidates in healthcare and social services occupations. This draw required candidates to have a minimum Comprehensive Ranking System (CRS) score of 462, marking the lowest CRS cut-off for this category in 2025. To be eligible, applicants needed to have created an Express Entry profile before a specified date and time.

This draw represents the sixth of its kind for healthcare and social services occupations this year, underscoring the high demand for professionals in these fields. So far in 2025, this category has seen 13,292 ITAs issued, making it the third most prolific category behind French-language proficiency and the Canadian Experience Class (CEC).

In 2025, the IRCC has been actively issuing ITAs across several streams, with a total of 85,723 invitations distributed. While Provincial Nominee Program (PNP) draws have been the most frequent, French-language proficiency and CEC categories have also seen substantial activity. In particular, the French-language proficiency category has received the largest number of ITAs, with 36,000 invitations issued to date, reflecting Canada’s ongoing commitment to promoting linguistic diversity and supporting bilingualism.

The current focus on healthcare and social services reflects Canada’s strategic priority to bolster its healthcare workforce amid global health challenges. By lowering the CRS score threshold, the IRCC is making it more accessible for skilled workers in these critical sectors to immigrate to Canada, thus addressing labor shortages and improving public health outcomes.
